What subgrade/soil pavement condition benefits most from underdrain?

So I know most state projects receive underdrains along the edge of new roads/pavement. I understand that this is supposed to help keep the subgrade under and along side of the road drier, but are underdrains really worth the effort and the cost? What soil condition benefits the most from an underdrain system?
